The EMG membership consists of the specialised agencies, programmes and organs of the United Nations, including secretariats of the Multilateral Environmental Agreements. This includes the Bretton Woods institutions and the World Trade Organisation. 

Representatives of relevant sectors of civil society and of international non-governmental organizations with expertise related to the issues considered by the EMG may be invited to participate in meetings of the Group or in the Issue Management Groups.
