The EMG Consultative Process on COVID-19 and the Environment was established in 2020 to help the UN system develop a coherent approach to the environmental dimensions of the pandemic and identify opportunities for collaboration on a green and inclusive recovery. The process was chaired by UNEP and ILO.

Its main outcome was the 2021 report Inclusive Green Recovery: An Essential Post-COVID-19 Paradigm Shift to Build Back Better. Drawing on contributions from more than 35 UN entities, the report set out a common green recovery narrative, identified key building blocks and investment opportunities, mapped relevant UN activities, and highlighted gaps and opportunities for stronger collaboration across the UN system.

The Consultative Process successfully concluded its mandate following publication of the report in 2021.
